Covid Pandemic as the Gate to the New Library Services. Case Study of the National Library of the Czech Republic / Tomas Foltyn

Czech libraries have been digitizing historical and modern library collections since the mid-1990s. Approximately 4 million pages are digitized every single year. In 2017 the amendment to the Copyright Act of Czech Republic was approved that allowed the National Library of the Czech Republic to conclude license agreements valid for all Czech libraries to publish out-of-commerce works on the internet. Subsequently in 2019, a five-year license agreement was concluded to guarantee free access to the books published in the Czech Republic by the end of 2007 and periodicals published by 2010. The payment of for this access licenses is paid from the state budget through the National Library of the Czech Republic, which allows to use these services to all libraries and their registered users to read the displayed documents.

During the COVID pandemic situation, when libraries and bookstores were closed, even the full opening of the digital libraries was agreed including the latest publications. The service was freely available to the university students, teachers and researchers. Publishers received adequate financial compensation from the state budget to support such an important service.

From that time the needs of the library users to use digital content increase for a lot. Many of them do not want to return to the library premises and study the physical documents any more. This change of the behavior affected also other library services, e. g. the way of registration. The various ways of remote access and registration have to be implemented. The National Library of the Czech Republic was the first culture and educational institution in the Czech Republic able to add the verification via the Bank ID service among its natural services. It was also able to transfer some unique library databases under the open licenses and open data models and let everybody to reuse them.

All the above mentioned e-activities are the examples of the key roles of the libraries in the area of e-governmental services and the prove that libraries are having the leading positions as the "game changers" among all the culture heritage institutions.

自1990年代中期以來,捷克共和國國家圖書館開始致力於歷史和現代圖書館館藏數位化,每年針對400萬頁資料進行數位化。2017年,捷克版權法修正案通過,捷克共和國國家圖書館與捷克境內所有圖書館簽署一份協議,允許各個圖書館於網際網路上發布非商業作品;隨後於2019年時簽署一份為期五年的許可協議,允許該國境內所有圖書館及其註冊用戶可以免費閱讀2007年底於捷克出版的書籍和2010年底出版的期刊,而這些資源取用許可費由國家編列預算來支付。新冠肺炎大流行導致圖書館和書店關閉時,政府甚至同意全面開放數位圖書館,包括最新的出版資料。該服務免費提供給大學生、教師和研究人員。出版商從國家預算中獲得了足夠的經濟補償來支持如此重要的服務。從那時起,圖書館讀者使用數位資源的需求大增,許多人甚至不想再回到圖書館研究實體的文件,並影響了各種遠端資源取用圖書館的方式。

捷克共和國國家圖書館是捷克第一個將銀行身分證明服務串接圖書館系統服務進行驗證的文化與教育機構,並能夠在開放許可和開放數據模型下傳輸一些獨特的圖書館數據庫,讓每個人都可以重複使用它們。

以上提及的所有電子化活動都是圖書館在數位政府領域發揮關鍵作用的例子,證明圖書館在所有文化遺產機構中作為「遊戲規則改變者」之領導地位。
