Dr. Mei-hwa Yang is professor and former Chair in the Graduate Institute of Library, Information & Archival Studies at National Chengchi University, Taiwan. She had served as Chief Librarian at National Chung Cheng University and Feng-Chia University, Acting Librarian for East Asian Collection at Indiana University, and also the President of Chinese Association of Library and Information Science Education. She received her Ph.D. degree in Library & Information Science and M.S. in Education, M.L.S. from Indiana University. She is author of 3 books and more than 280 journal articles, conference papers covering library & information science education, academic library, information services, e-learning and knowledge management. She has made 300 presentations in Taiwan and Mainland China since 1986.

楊美華教授是國立政治大學圖書資訊與檔案學研究所的退休教授，曾擔任國立政治大學圖書資訊學研究所的所長、國立中正大學和逢甲大學的圖書館館長，美國印第安納大學東亞研究的學科館員，以及中華圖書資訊學教育學會的理事長。楊教授在美國印第安納大學獲得圖書館學暨資訊科學博士、教育碩士和圖書資訊學碩士學位。撰寫了3本專書和280多篇學術期刊、會議論文，涵蓋圖書資訊學教育、學術圖書館、資訊服務、數位學習和知識管理等領域。自1986年以來，在臺灣和中國大陸曾發表了300次的專題演講。
